You will be matched with other players who have selected the same languages. Regarding your side note, you a probably correct. That's simply not how it works.

He should be annoyed that he lost and try to figure out why he lost.
Newer players are going to perhaps die in the 1v1 and at the very least take like 30 min, while experienced players will not die and will end it sub 15 min. The only way to have fun with an alt is with drunk alt and sober normal account. I dont see what the fuss is all about. I know that in fighting games, you would LOVE to play better people to learn more and get better.
I probably should have one for my IRL friends, and my brother since when I play on my normal account we either get stomped since they are worse than the enemy team, or I carry them to a stomping victory. I also remember someone who worked at Valve saying that by 50 games in they can determine roughly the bracket your MMR would be. It's more than likely but some people are just naturally more adept at the game than others and, despite the knowledge deficiency, they could still outplay them. I am not a Dota 2 official.
